Telecommunications operators Celcom Axiata Berhad, Digi Telecommunications Sdn Bhd, Maxis Berhad, U Mobile Sdn Bhd, Telekom Malaysia Berhad and TIME dotCom Berhad (collectively 'the Industry'), are fully committed to partner with the Government and make connectivity a basic utility to fast-track Malaysia's transition into a high-income digital society. The Jalinan Digital Negara (JENDELA) action plan announced recently by the Prime Minister of Malaysia, YAB Tan Sri Muhyiddin bin Yassin, will be the platform to achieve these aspirations by accelerating the country's digital connectivity through widespread deployment of mobile, fibre and fixed wireless access, and paving the way to 5G, under the 12th Malaysia Plan (2021–2025).
The National Digital Infrastructure Lab: A collaborative effort aspiring to deliver connectivity for all
The Covid-19 pandemic has triggered an urgency for Malaysia to address the 'new normal' and cater for future demands of connectivity as an enabler for all facets of life: The economy and people's livelihoods, education, business opportunities and building and connecting communities amongst others. To prepare for the future and to fulfill our Digital Malaysia aspirations, it is clear the Industry must aspire to enable everyone in this journey through quality and reliable connectivity.
To this end, the Industry was a strong participant alongside the Malaysian Communications and Multimedia Commission (MCMC) in the National Digital Infrastructure Lab (NDIL), with the aim to collaboratively address how to deliver quality connectivity to all Malaysians. The outcome of the NDIL was a comprehensive digital infrastructure plan that accelerates improvements to coverage and quality of experience nationwide, optimises fixed, mobile and fit-for-purpose technologies; and paves the way for the eventual adoption of 5G technologies to enable the country's digital ambitions.
JENDELA: Strengthening Malaysia's Digital Communications Infrastructure to Deliver Seamless Connectivity for all Malaysians
The Industry will work closely with the Government to fast-track the nation's progress towards becoming a globally competitive, resilient and enriched digital society and economy through JENDELA.
Phase 1 (now to 2022): An accelerated improvement plan for nationwide 4G coverage and 7.5mil fixed broadband premises; with consistent quality of experience for everyone
As announced by the Prime Minister, JENDELA will be implemented in phases. Phase 1, which starts now until 2022, will optimise existing resources and infrastructure for both mobile and fixed connectivity to:
- Expand 4G mobile broadband coverage from 91.8% to 96.9% in populated areas;
- Increase mobile broadband speeds from 25Mbps to 35Mbps; and
- Enable as many as 7.5 million premises to access gigabit speeds with fixed broadband services.
JENDELA will firstly prioritise strengthening the nation's existing fixed and mobile networks and building a strong foundation for the eventual adoption of 5G. This will also involve the gradual retirement of 3G networks at the end of 2021. To achieve the targets in Phase 1, the Industry will look at providing wider coverage and enhanced quality of experience by upgrading and building new 4G sites, and fiberising more premises.
This will be driven by extending 4G mobile coverage in rural and remote areas, improving in-door coverage for urban and suburban areas, connecting more homes with fixed broadband via fibre and other fit-for-purpose technologies (e.g. Fixed Wireless Access (FWA) and satellite) to ensure widespread nationwide coverage and connectivity for all.
Meanwhile, fibre providers will continue to support the industry with fibre backhaul for capacity to serve higher traffic demands expected on 4G and to ensure the fibre foundation essential for future technologies such as 5G.
Phase 2 (Beyond 2022): Address the Digital Divide via Fixed Wireless Access (FWA) and pave the way for 5G
Phase 2 of JENDELA involves utilising FWA and other fit-for-purpose technologies to address further gaps in the digital divide, as well as priming for the nation's eventual adoption of 5G technologies; which will take place once action plans under Phase 1 are achieved.
The Industry will continue to educate the public on the potential of 5G and its capabilities, through use cases applied across verticals such as manufacturing, agriculture, education, healthcare, security transportation, consumer experience, environment and smart city development. These use cases will continue to be explored under the 5G Demonstration Projects (5GDP).
JENDELA: A realistic, progressive digital connectivity plan to realise Digital Malaysia
JENDELA is an accelerated improvement plan where all public and private stakeholders are equally invested to deliver. This is a shared aspiration for the whole country, driven by the Ministry of Communications and Multimedia (KKMM) and MCMC in partnership with the telecommunications operators, and other agencies at the federal, state, and local council levels.
The industry believes that collaboration among all parties is crucial to facilitate infrastructure rollout in a coordinated manner, with minimal impact on civil works, the public, the environment, and all aspects of the ecosystem. We look forward to working together to fulfil the objectives of JENDELA and enabling widespread quality connectivity for Malaysians nationwide.
The Industry will provide periodical updates to the public on the progress of JENDELA, including initiatives undertaken as part of journey towards its aspirations.

Offline learning tool a critical resource for parents and teachers in supporting the children especially those from underserved communities with limited access to the internet, computer devices and appropriate learning materials The pandemic and the ensuing movement restrictions have been very disruptive to students, in particular those forced to rely on online lessons but face limited access to the necessary tools and connectivity. To help address these learning challenges faced by over a million Malaysian students aged five (5) to eight (8), Yayasan TM (YTM), the foundation arm of Telekom Malaysia Berhad (TM), is collaborating with Teach For Malaysia, a not-for-profit advocate for education and Enuma, Inc., a global company focused on digital learning programmes, to bring the Enuma School digital learning application to Malaysia. In this collaboration, YTM is sponsoring the field test of the localised version of the app, which will be known as Sekolah Enuma Malaysia, to 600 students in various communities in Sarawak, Sabah and Kuala Lumpur. Enuma School has been commercially successful in the B2C markets in the US, Korea, Japan, China and Indonesia. Its exceptional Kitkit School programme, winner of the prestigious USD15 million Global Learning XPRIZE (2019), has been used in over 50 countries through schools serving children in under-resourced environments. All its learning activities are carefully and meticulously mapped to specific learning objectives and support individualised learning paths depending on the current level of each student, so students can learn by themselves. This platform will greatly complement the current home-based teaching and learning (PdPR). Sekolah Enuma Malaysia was officially launched in a ceremony by Mohd Najib Ab Rahman, Director of Jabatan Pendidikan Wilayah Persekutuan Kuala Lumpur together with Izlyn Ramli, Director of YTM; and Sooinn Lee, Chief Executive Officer and Founder of Enuma, Inc. This virtual session was also joined by Chan Soon Seng, Chief Executive Officer of Teach For Malaysia. Commenting on this project, Izlyn Ramli said, "This collaboration is a natural extension of YTM's existing strong support for the education ecosystem especially in promoting digital learning among pre- and primary school students. It is also aligned with Telekom Malaysia Berhad's (TM) aspiration to enable Digital Malaysia while supporting the government's agenda in digital education transformation. This offline, game-based digital application will encourage and ease the learning of Bahasa Malaysia, English and Mathematics in a fun and interactive learning process". The Sekolah Enuma field test began on 28 March 2022, involving 600 students, the majority of whom comes from the B40 communities particularly in Kuala Lumpur, indigenous communities in Sarawak and stateless communities in Sabah. Meanwhile, Chan Soon Seng said that Teach For Malaysia is thrilled to work with YTM and Enuma to address the learning challenges faced by students, including those from underserved communities with limited access to internet, devices and appropriate learning materials. "We hope Sekolah Enuma will significantly help to close the equity gap in learning across all segments of society and increase each student's learning outcomes to meet the Ministry of Education's (MOE) goal for full basic literacy and numeracy by standard three," he added. Learning with the Sekolah Enuma app will facilitate and individualise the learning path for each student through in-app placement tests and check-in quizzes, so students learn at a level and pace that is just right for them. They learn through playing child-friendly games developed by seasoned designers which make learning fun, engaging, and self-directed. The app enables each student to learn independently and be the driver of their own learning journey. The standardised content, developed by global and local education experts, is aligned with the MOE curriculum. Accompanying the app is a web-based Learning Management System (LMS) that allows teachers and administrators to manage and track the performance and progress of the students using the app. "Our app contains thousands of learning activities, dozens of games, hundreds of child-friendly e-books and videos. Many are tailor-made based on Malaysian culture and values. It works on Android tablets and smartphones and does not require an internet connection once the app is downloaded," explained Enuma's Sooinn Lee. "Sekolah Enuma is particularly suitable to be used in remote locations and communities where there is a shortage of trained teachers as well as limited internet connectivity." TM One and MPSJ embarks on 5G demonstration project in Subang Jaya
Local communities set to experience ultimate 5G experience with smart solutions; in line with the aspiration to become a Vibrant City by 2030 TM One, the enterprise and public sector business solutions arm of Telekom Malaysia Berhad (TM) and Majlis Perbandaran Subang Jaya (MPSJ) today inked a Memorandum of Collaboration (MoC) for the deployment of three (3) 5G-enabled use cases, namely the Smart Traffic Light, Smart Parking and Smart Safety & Security solutions at SS15, in Subang Jaya as part of the 5G Demonstration Project (5GDP) undertaken by the Malaysian Communication and Multimedia Commission (MCMC). The MoC was signed by Ahmad Taufek Omar, Executive Vice President / Chief Executive Officer, TM One while MPSJ was represented by TPr. Hjh Noraini Roslan, Yang DiPertua, MPSJ. YAB Datuk Seri Amirudin Shari, Menteri Besar of Selangor together with Tuan Haji Rosli Man, Chairman, TM and Gerard Lim, Chief Digital Officer of MCMC witnessed the signing. Also present at the event were YB Michelle Ng, ADUN for Subang Jaya as well as representatives from the State Executive Council. Commenting on the collaboration, Tuan Haji Rosli said; "We are proud and excited to join forces with MPSJ in supporting MCMC's 5G Demonstration Project to deploy 5G infrastructure and services to Malaysians. The use cases that we are rolling out in all of our 5GDP locations are particularly selected to address the specific challenges faced by the community and stakeholders at the respective locations. MPSJ plans to install more than 100 high-tech CCTV cameras in the SS15 commercial area to monitor parking and traffic flow and under the proposed pilot project, the CCTVs would be equipped with enhanced technology and algorithms that could gauge the behaviour of motorists and alert MPSJ or the police if any urgent action is required," said TPr. Hjh Noraini. Noraini added that it is MPSJ's hope that this initiative and collaboration will realise MPSJ's aspiration to become a Smart City by 2030 and at the same time, support the Selangor state government vision towards making Selangor as the pioneer smart city by 2025. Through this partnership, TM One and MPSJ agree to jointly collaborate in the deployment of the 5G network with the rollout of the three (3) use cases, where the transmission of TM's 5G service and the use cases have been fully operational since November 2019. Both parties have also agreed to undertake joint marketing and promotion activities of the use cases in SS15, Subang Jaya for a duration of six (6) months. Ahmad Taufek added, "5G is the next-generation network that will serve as the enabling technology for the Internet of Things (IoT), leading to many transformative smart solutions such as the Smart City Solutions and beyond. TM, via our innovative and comprehensive products and solutions will continue to lay the foundation for Industrial Revolution 4.0 (IR4.0) and enabling IoT – to serve a more digital society and lifestyle, digital businesses and industry verticals, as well as digital Government. TM ONE as the enterprise and public sector business solutions arm of TM is committed to support the Group's role as the national telecommunications infrastructure provider of Malaysia's Digital Nation aspirations - that has established the communications backbone of Malaysia with the widest connectivity and convergence network." TM ONE's 5G-enabled Smart Traffic Light solution programmes traffic lights to respond to real-time, rich data collected by connected high-definition (HD) cameras and sensors, to enable improved traffic flow and reduces idle time at red lights. The Smart Parking solution enables real time parking bay monitoring using HD camera and Artificial Intelligence (AI), so users are able to search for vacant parking bay and navigate via path finder to reduce the time spent searching for the spot. Meanwhile, MPSJ enforcers can monitor parking occupancy and illegal parking incidents from the command centre and deploy resources more efficiently, thereby reducing traffic congestion at outdoor parking areas. The Smart Safety and Security solution provides advanced surveillance and real-time monitoring through video streaming from sensors and HD camera. Powered by AI capabilities, and integrated with TM's emergency response team, immediate action can be deployed in case of emergencies, as well as predictive analysis on actual incident situation for proactive response. Apart from the three use cases deployed in partnership with MPSJ, TM deploys three (3) other use cases through its research and development arm, TM R&D Sdn Bhd (TM R&D). Two (2) use cases - Smart Retail Analytics and Smart Water System are deployed at private commercial premises in SS15, Subang Jaya while Smart Vehicle will be implemented at TM Fleet in the area. Earlier last week, the Company announced that it has begun transmission of 5G service in Pulau Langkawi, where it is deploying the first 5G Stand Alone (SA) network, and will be demonstrating more 5G use cases there.

YTM launches RM1.5 million social impact grant for NGOs and CSOs to run programmes for the community
Grant to amplify benefits to society; application now open for eligible organisations. Non-Governmental Organisations (NGOs) and Civil Society Organisations (CSOs) aiming to expand the reach of their community-based programmes and increase the benefits to more Malaysians nationwide, may get a shot in the arm in the form of an additional source of funding, thanks to Yayasan TM (YTM)’s Social Impact Grant. The foundation arm of Telekom Malaysia Berhad (TM) recently launched the grant, adding to its many initiatives which are part of its ongoing transformation journey towards becoming a purpose-driven social impact foundation. As a start, YTM is offering a fund of RM1,500,000 in grants for the first phase. The fund is divided into two (2) categories, namely YTM Social Impact Gold Grant, with each grant ranging from RM100,000 to RM250,000 allocated for mid term projects (with the duration of up to one (1) year) while YTM Social Impact Silver Grant is meant for short term projects (with the duration of three (3) to six (6) months) with funding of RM50,000 to RM100,000 per grant. Izlyn Ramli, Director of YTM enthused, “As we embark on our ongoing social impact initiatives, we understand it takes collective and collaborative efforts to bring meaningful changes to the community.
